الملخص

تهدف هذه الدراسة إلى تقديم تحليل معمق للتنظيمات الإدارية في عهد الخليفة عمر بن الخطاب رضى الله عنه، من خلال دراسة الخلفية التاريخية للاصلاحات الادارية التي تم ادخالها في فترة خلافته، ومن خلال استعراض بنية ووظائف التنظيم الإداري الذي أنشى، وسنتعمق في الإصلاحات الإدارية التي أدخلها، مثل إنشاء الدواوين، وتقييم تأثيرها على حكم الدولة الإسلامية، ومن خلال هذا الاستكشاف التفصيلي، نسعى إلى فهم الإرث الدائم للابتكارات الإدارية للخليفة عمر بن الخطاب رضى الله عنه وأهميتها في سياق بناء الدولة.

This study aims to provide an in-depth analysis of the administrative organizations during the reign of Caliph Umar ibn al-Khattab (may Allah be pleased with him). By examining the historical background of the administrative reforms introduced during his caliphate, and by reviewing the structure and functions of the administrative organizations he established, we delve into the specific reforms he implemented, such as the creation of the diwans (bureaus), and assess their impact on the governance of the Islamic state. Through this detailed exploration, we seek to understand the lasting legacy of Caliph Umar ibn al-Khattab’s administrative innovations and their significance in the context of state-building
