التحولات في العلاقات التركية الأوكرانية في ظل الأزمة الأوكرانية تحليل إستراتيجي وفق الديناميكيات الجديدة

الملخص

هدفت هذه الدراسة إلى تحليل التحولات العميقة التي طرأت على العلاقات التركية الاوكرانية بأبعادها (السياسية، والأمنية، والاقتصادية، والإنسانية) نتيجة الأزمة الاوكرانية التي اندلعت في فبراير 2022، وتقييم الديناميكيات الجديدة الناشئة والتحديات المستقبلية. اعتمدت الدراسة منهجاً كيفياً يجمع بين تحليل المحتوى لمجموعة واسعة من المصادر الأولية والثانوية الحديثة (البيانات الرسمية للوزارات والمؤسسات الرئاسية، نصوص الاتفاقيات الثنائية والمتعددة الأطراف، التقارير الإخبارية والتحليلية من وكالات أنباء وصحف دولية وإقليمية موثوقة، وتقارير مراكز الفكر المتخصصة، والأوراق الدراسةية الأكاديمية المنشورة في مجلات محكمة). توصلت الدراسة إلى أن الأزمة الاوكرانية، رغم تداعياتها السلبية المتعددة، عملت كمحفز لتكثيف وتعميق التعاون الاستراتيجي بين تركيا وأوكرانيا في مجالات محددة، أبرزها الدفاع والأمن (خاصة فيما يتعلق بالطائرات المسيرة والتكنولوجيا العسكرية)، والدبلوماسية (مع بروز دور تركيا كوسيط رئيسي في مبادرة حبوب البحر الأسود وتبادل الأسرى). كما عززت الأزمة الأهمية الجيوسياسية المتبادلة للبلدين في سياق الأمن الإقليمي لمنطقة البحر الأسود. ومع ذلك، أدت الأزمة أيضاً إلى تحديات اقتصادية وإنسانية جسيمة، وأبرزت القيود المفروضة على عمق الشراكة الاستراتيجية بسبب سياسة التوازن المعقدة التي تنتهجها تركيا تجاه روسيا. أوصت الدراسة بضرورة مأسسة آليات الحوار والتنسيق الثنائي، وتوسيع التعاون ليشمل مجالات جديدة ذات اهتمام مشترك، وإدارة التوقعات المتبادلة بشكل واقعي، مع الأخذ في الاعتبار استمرار تأثير العامل الروسي كمتغير رئيسي في الديناميكيات الإقليمية والعلاقات الثنائية.

abstract

This study aimed to analyze the profound transformations that have occurred in Turkish-Ukrainian relations across all dimensions (political, security, economic, and humanitarian) as a result of the Ukrainian crisis that erupted in February 2022, and to assess the emerging new dynamics and future challenges. The study adopted a qualitative approach that combines content analysis of a wide range of recent primary and secondary sources (official statements of ministries and presidential institutions, texts of bilateral and multilateral agreements, news and analytical reports from reliable international and regional news agencies and newspapers, reports by specialized think tanks, and academic research papers published in peer-reviewed journals). The study concluded that the Ukrainian crisis, despite its multiple negative repercussions, has served as a catalyst for intensifying and deepening strategic cooperation between Turkey and Ukraine in specific areas, most notably defense and security (particularly regarding drones and military technology) and diplomacy (with Turkey’s emerging role as a key mediator in the Black Sea Grain Initiative and prisoner exchanges). The crisis has also reinforced the mutual geopolitical importance of the two countries in the context of regional security in the Black Sea region. However, the crisis has also led to significant economic and humanitarian challenges and highlighted the limitations on the depth of the strategic partnership due to Turkey’s complex balancing policy toward Russia. The study recommends institutionalizing bilateral dialogue and coordination mechanisms, expanding cooperation to include new areas of mutual interest, and realistically managing mutual expectations, while taking into account the continued influence of the Russian factor as a key variable in regional dynamics and bilateral relations
